Madrid will allocate €50M to the Rehabilita Plan by 2024

Madrid City Council will allocate 50 million euros to a new edition of the Rehabilita Plan for 2024, which subsidises between 40% and 90% of the total cost of works to improve accessibility, conservation, energy efficiency and the health and safety of homes and residential buildings. The subsidy will be paid in advance, with the granting of the licence, so it will not be necessary to wait until the works are completed to receive it.

With this new edition of the Rehabilita Plan, the Housing Policy Area will have allocated more than 218 million euros in aid to these plans since 2020 to promote the improvement of accessibility, conservation, energy efficiency and the health and safety of the common elements of buildings, including the removal of asbestos. During these years, the number of applications has been increasing until it reached its record in 2023, with 2,583 requests, which shows the good reception among the people of Madrid of this Rehabilita Plan, aimed at buildings constructed before 1980.

An example of this aid is the work carried out on the building located in the Centro district that the Housing Policy Area delegate, Álvaro González, has visited. Thanks to the Rehabilita Plan, a lift, three ramps, a stair lift and eight lifts have been installed in this building. All of this has been done to guarantee the most comfortable access possible for residents, most of whom are over 65 years of age. This action has benefited the 100 homes in this community building, which has received a subsidy of more than 470,000 euros.

"Rehabilitation with criteria of accessibility, sustainability and health and safety is one of the priorities of the municipal government and that is why we have set ourselves the objective of rehabilitating 90,000 more homes during this term of office," González emphasised.

Among these improvements is the installation of lifts. In the city of Madrid, the City Council has already installed a total of 1,024 lifts, benefiting more than 20,700 homes. In addition, asbestos has also been removed from more than 4,000 homes.

Adapta Madrid

In addition to the Rehabilita Plan, the Madrid City Council develops other programmes such as the Adapta Madrid Plan, which grants financial aid to improve and adapt the interior of homes for people with reduced mobility, sensory and intellectual disabilities and rare diseases, as well as premises located on the ground floor of residential buildings.

The Adapta Madrid Plan has also been carried out since 2020 and, so far, has invested more than 13 million euros in 1,730 improvement actions. It is a pioneering plan in Spain, designed to cater for people with disabilities, with grants of up to 25,000 euros per home. These subsidies cover the installation of lifts, home automation, sound and visual warning systems, magnetic induction loops and adaptation of bathrooms and kitchens, among others.

In the last four years, the Consistory has invested more than 190 million euros in municipal plans such as Adapta, Rehabilita and Transforma Tu Barrio, of which 144 million, 76%, have been allocated to accessibility. Thanks to this aid, the Housing Policy Area has managed to rehabilitate 70,000 homes.
