The Council of Ministers has authorised the Instituto de Vivienda, Infraestructura y Equipamiento de la Defensa (Invied) to sell 1.63 million square metres of land included in the urban development area A.P.E. 10-23 Instalaciones Militares de Campamento, in Madrid, to SEPES Entidad Pública Empresarial de Suelo, a body under the Ministry of Transport, Mobility and Urban Agenda (Mitma).
For this land in Campamento, SEPES will pay Invied 271.96 million euros (VAT not included), according to the valuation given to the property by Invied's Subdirección General Técnica y de Enajenación, following a favourable report by the Intervención General de la Administración del Estado, as of 15 September 2023. The procedure will be carried out by direct award.
Thus, SEPES will acquire the land corresponding to seven registered properties, which will allow the entity to have ownership of approximately 98% of the use of the area, which will give it the urban development initiative and enable it to lead the largest public housing project in the country.
Thus, for the first time, almost all the ownership of the area will be controlled by Mitma, which leads the Government's housing policies.
As the main owner of the area, Mitma's subsidiary will be able to formally present the documentation relating to the urban development management necessary to start the development.
Development of the action
This new step is in addition to those already taken in recent months to launch the development of the Campamento project.
Thus, on 4 April, the Council of Ministers authorised the Ministry of Transport, Mobility and Urban Agenda to transfer 260 million euros to SEPES in order to complete the acquisition of the land that the public entity did not yet own, and thus start up the development of this urban development project.
One month later, SEPES paid Invied 5% of the appraisal price of the land, equivalent to 13.6 million euros, as a down payment. From this milestone, Invied has been working internally on the procedure, preparing all the necessary documentation to be able to carry out the transaction.
In parallel, more actions have been promoted, such as the creation of a legal framework together with the allocation of economic resources to guarantee the viability of the project, and the setting up of its own technical office, which has carried out the definition of the proposed action and has started the necessary work for the development of different sectorial studies: mobility, economic viability and environmental studies (soil contamination study; waste estimation and management; study of vegetation, habitats of community interest and protected flora; fauna study; etc.).
Campamento
The Campamento action is the most important public intervention of urban regeneration in Madrid. It aims to recover the public land of former military barracks, now in disuse, to convert them into an exemplary urban development project, where around 10,700 dwellings will be developed.
Affordable housing will be built on its 211 hectares, under a new urban planning approach integrated with the existing urban fabric, guaranteeing architectural quality and promoting more green spaces, tertiary and public facilities in the area.
In order to speed up the execution of the area, Mitma, through SEPES, has held technical meetings with the Madrid City Council and other organisations involved, to share the proposed strategy, which were accompanied by the sending of supporting technical documentation.
