The Sectorial Plan of Supramunicipal Incidence (PSIS) for the development of a new neighbourhood in Pamplona has been accepted by the government of Navarre. The new neighbourhood is located in Etxabakoitz and will have a total of 12,193 new homes. Work on the first new residences is expected to begin at the end of 2024 and will be developed according to demand, according to various media reports.
The regional government has explained that it was the arrival of the High Speed Train in Navarre that prompted the modification of the plan. An official communicate from the Government of Navarre states that the modification of the PSIS for the Development of the New High-Speed Train Station Area and the Old Pamplona Train Station Area, promoted by the Directorate General of Public Works and Infrastructures, significantly increases the total surface area planned with respect to the 2010 plan.
Specifically, the residential buildable area is increased by 24%, to the detriment of land earmarked for other lucrative uses. The aim of the Etxabakoitz PSIS is the elimination of the railway loop, the construction of the new railway station and the urban development of the land freed up in the area of the old station and the Etxabakoitz area. The intervention affects four municipalities: Pamplona, Zizur Mayor, Cendea de Cizur and Barañáin.
The new modification plan establishes an increase in the surface area from 118,000 square metres to 2,511,877 square metres. Also, at the cost of a reduction from 315,479 square metres to 105,019 square metres of land destined for tertiary use, the surface area of the residential structure will rise to 1,341,358 square metres. The number of dwellings will increase by 24%, from 9,758 to 12,193 new dwellings, half of which will be subsidised.
