Madrid launches €10.1M affordable rental scheme in Carabanchel

Madrid City Council has started construction of 31 affordable rental homes in Carabanchel through its municipal housing company, EMVS Madrid, as the capital continues to expand its public housing pipeline.

The first stone has been laid on the Carabanchel 28 development by Álvaro González, Madrid’s councillor for Housing Policy and chairman of EMVS Madrid. The scheme follows the launch of construction of a further 40 homes at Carabanchel 35 in July, bringing the combined pipeline from the two projects to more than 70 new homes in the district.

Carabanchel 28 represents a fully municipal investment of €10.08 million, including the value of the land. The development will comprise ten two-bedroom homes, including two adapted units, 19 three-bedroom homes and two four-bedroom homes.

All 31 properties will include a storage room and a parking space. The homes will be offered under an affordable rental model, with rents capped at 30% of the household’s income. Construction is expected to be completed by mid-2028.

The project also incorporates a range of energy-efficiency measures. These include cross ventilation and a centralised air-source heat pump system for heating, cooling and hot water production. Underfloor heating and cooling will be used throughout the homes, while photovoltaic panels will generate electricity for the communal areas.

The development forms part of Madrid’s Southern Strategy, a wider urban, economic and environmental regeneration programme covering Carabanchel and eight other districts: Latina, Moratalaz, Puente de Vallecas, San Blas-Canillejas, Usera, Vicálvaro, Villa de Vallecas and Villaverde.

EMVS Madrid currently manages a public housing portfolio of around 10,000 homes and has more than 5,700 additional units at different stages of development. This includes 2,200 homes being delivered through the two phases of the Suma Vivienda Plan, which are currently under way.

According to figures from the Housing and Land Observatory of Spain’s Ministry of Housing and Urban Agenda, cited by Madrid City Council, the capital has the country’s largest stock of public housing dedicated to affordable rental.
