Madrid City Council injects €50M into the Rehabilita 2024 Plan

Madrid City Council has confirmed the allocation of 50 million euros for the Rehabilita 2024 Plan, as announced by Inma Sanz, deputy mayor and municipal spokesperson, at a press conference. Álvaro González, head of the Housing Policy Area, informed the Governing Board that the call for applications for this edition of the municipal rehabilitation plan will open in the coming weeks.

Since its inception in 2020, the Rehabilita Plan has experienced a growth in the number of applications, totalling more than 8,500 in four years and benefiting more than 170,000 families who have improved the habitability of their homes through this initiative. The average cost of the work carried out amounts to 170,000 euros, with an average subsidy of approximately 90,000 euros. More than 60% of these actions have focused on accessibility improvements, followed by energy efficiency projects, which account for 20%.

To date, the total investment of the Plan Rehabilita in its five editions (2020-2024) has reached 218 million euros, positioning Madrid as the Spanish city that invests the most in housing rehabilitation.

The plan is aimed at homeowners' associations and offers aid to promote accessibility, conservation, energy efficiency and the healthiness of common elements in residential buildings built before 1998. The main lines of action include improving accessibility, in coordination with the Adapta Plan to achieve universal accessibility; healthiness, with a special focus on asbestos removal; and energy efficiency, in line with the National Strategy on Climate Emergency, which seeks to improve the thermal envelope of dwellings.

The Rehabilita Plan has contributed significantly to the reduction of emissions, avoiding the emission of more than 12,000 tonnes of CO2 per year and the consumption of more than 50 million kw/h of energy.

To facilitate management, the Plan Rehabilita has simplified administrative procedures compared to previous plans, reducing the documentation required and encouraging the use of responsible declarations. In addition, the City Council has implemented information and support channels such as the Green Office and the Transforma Madrid portal, which have registered more than 800,000 visits, demonstrating the success and acceptance of the plan among citizens.
