José María García Gómez, the new Minister for Housing, Transport and Infrastructure for the Community of Madrid

José María García Gómez has been appointed Regional Minister for Housing, Transport and Infrastructure of the Community of Madrid by Decree 50/2026, signed on 26 October by the regional president, Isabel Díaz Ayuso. Two days later, he took up his post at the Real Casa de Correos, replacing Jorge Rodrigo.

The change forms part of the reshuffle of the regional government following the inclusion of Carlos Novillo – previously Regional Minister for the Environment, Agriculture and the Interior – and the Deputy Regional Minister for the Presidency, José Antonio Sánchez, on the PP’s candidate lists for the general election on 29 November. Rodrigo took over Novillo’s portfolio, whilst García Gómez was promoted from the post of Deputy Regional Minister, which he had held since July 2023.

Born in Vigo, García Gómez holds a degree in Law from the Complutense University of Madrid and a degree in Political Science and Sociology from the UNED. He also holds a Master’s degree in Business Management from the European University of Madrid. He practised as a solicitor between 1996 and 2008 and, before joining the regional government, held positions in local government, public enterprises and housing cooperatives.

His career in the Community of Madrid has been linked to housing since 2015, when he was appointed Director-General for Housing and Renovation. He held that post until June 2021 and, the following month, became Deputy Minister for Housing and Spatial Planning. In July 2023, he took over as Deputy Minister for Housing, Transport and Infrastructure, a role from which he has since risen to become the head of the department.

In addition to housing and regeneration, the department’s remit covers areas such as accessibility, building quality, mobility, transport, roads and railways. Among the region’s main housing programmes is the ‘Plan Vive’, which provides for 16,500 affordable rental homes: as of September 2026, the regional government reported that it had delivered 6,530 and that a further 10,000 were at various stages of tendering, construction or allocation.
