The new text modifies significantly the project submitted in 2015. The main goal of the document is to develop a balanced and sustainable project from the territorial, social and environmental point of view. Thus, the current proposal reduces the total building allowable in the area, which will be 2,657,313 m2 compared to the 3,370,000 of the previous plan, which means a reduction of 713,631 m2, 21% less.
In addition, it enhances the relevance of the Chamartín station, which will be the largest in the city, as a great multimodal communication node with all the municipalities in the region in public transport and a large center of connectivity through rail and high speed and a liaison with the airport.
To achieve an efficient development, the project divides the zone, with a total area of 2,357,443 m2 in four areas: the Chamartín station, the Business Center, Malmea-San Roque-Tres Olivos and Las Tablas Oeste.
Residential use adds 1,050,000 m2, of which 790,000 m2 will be located north of the M-30, along with commercial and tertiary services, while the tertiary use of offices is closely linked to the Chamartín station itself, it will be located south of the M-30, keeping a 20% residential use that will solve the transition with the surrounding neighborhoods.
The new municipal proposal regulates the buildability that will be conceded by the promoters to the City of Madrid, and represents a significant reduction in the number of houses in the area. Thus, the 18,000 houses expected drop to 10,500, 41.6%. Of these, 20% will be protected (around 2,100).
Most of the space in this area to the south of the M-30 will be for the location of the planned Center for Economic Activity and Employment (1,220,000 m2), although there will also be plots for residential housing (260,000 m2), of which 20% will be protected. The total profitable buildability to the south of the M-30 will be 1,480,000 m2.
The final solution is the result of the agreement reached in April of this year, within a framework of understanding that started from the premise of validating the capacity of the area to support the uses and intensities proposed in 2015, and accomplish an efficient and sustainable development.
